Tanaraq Tannarak

I've just done a quick search, and couldn't find the character mentioned here (though I'm pretty sure he has been?), but I was just reading Batman And The Outsiders (1983) #8, (by Mike W. Barr and Jim Aparo) and up jumps a character named Tannarak!
I have to wonder if his name was an influence on Tanaraq?

The issue has a cover date of 1984 (the year), and it's pretty clear it's not his first appearance, so he would've come before ours. He wears all white (I'm having trouble adding a pic here), but is otherwise nothing to do with our Tanaraq (who isn't white anyway, but that seems to be a theme with the GBs).
